There Mandatory Energy Diagnosis is an in-depth assessment of the energy consumption profile of a building, a production plant or an activity, and highlights the opportunities for energy saving by identifying waste and opportunities for improvement.

Energy Diagnosis is defined as mandatory as a specific legal obligation is envisaged for its execution for large companies and energy-intensive companies.

Energy Diagnosis: objectives

The purposes of the energy diagnosis are many but the main objective is to identify possible energy efficiency interventions to improve comfort and safety conditions, while reducing management costs.

Mandatory Energy Diagnosis: how it is carried out

The first step is to collect and analyze all the data deriving from the users' energy use with special software. One of the sources for finding this data can be invoices and utility bills.

Accuracy in data collection is an important step to get to the drafting of the energy balance and to determine an action plan.

Energy Diagnosis: who can perform it

The energy diagnosis of a building or an industrial plant can and should only be carried out by specialists who have knowledge of plant engineering, heat transfer and who know the techniques to properly assess energy efficiency.

The authoritative experts in energy management are certified according to UNI CEI 11339.

Mandatory energy audit: what the law provides

Legislative Decree no. 102, operational since July 2014, promotes energy efficiency in large companies, in the PA and in SMEs through innovative measures, including the obligation for large companies and those with high energy consumption of compulsorily carry out an energy diagnosis by 5 December 2015 and then repeat it every 4 years.

The law provides for a variable penalty between 4,000 euros and 40,000 euros for companies that do not carry out the diagnosis, with the obligation to do so within the following six months.

For companies that will carry out the energy audit in a way that does not comply with the requirements, a fine between 2,000 euros and 20,000 euros is envisaged.

Energy diagnosis: the software needed to carry it out

The energy audit cannot be separated from the use of special professional software: one of the most used on the market is AGE, a software based on cloud technology, born from the partnership between Acotel is Bartucci.

ETA supports the user in creating a accurate energy diagnosis (energy audit) which can be performed on a building (tertiary) or on a production plant (industrial).

The ETA interface is simple and intuitive: in addition to the personal data (indication of the company and the reference site) it is necessary to enter, in the appropriate sections, the characteristics of the systems present at the site, the production and consumption data and the vectors energetic. The software then automatically generates the energy model of the site providing the values of general and specific energy performance indicators.

Always automatically, ETA generates a list of applicable efficiency improvement projects with their economic / financial evaluation (TIR, VAN). Once the diagnosis process is completed, all information is made available in an editable Microsoft Word file that can finally be completed and customized by the user.

The diagnosis report prepared by ETA meets the requirements of Legislative Decree 102 and those of the UNI CEI EN ISO 50001 standard.

For more information on ETA you can visit the Acotel official website.

Mandatory energy audit: type of interventions

Some of the interventions that may possibly be performed after carrying out the audit may be:

  • modification of energy supply contract (supplier or parameters)
  • energy efficiency plant management, including load modulation
  • targeted interventions to solve energy dispersion problems
  • modifications and optimizations of different types on existing plants
  • disposal of existing plants in order to purchase new plants that guarantee better performance
  • revision of the intervention plan for a periodic maintenance.
